政产学研协同创新的演化博弈分析

摘要：

构建企业、学研方以及政府三者的演化博弈模型,分析协同创新主体合作稳定性机制。发现企业与学研方是否积极合作取决于合作长期收益与机会主义收益之差与资源共享成本大小、政府奖惩力度与共享成本两组参数值的大小;政府是否监管取决于监管成本与罚金的比较;政府作为利益主体纳入到产学研博弈模型中,会降低协同创新合作的稳健性。在此基础上,提出了有效促进政产学研协同创新的政策建议。
