储能参与电力市场机制:现状与展望

摘要
储能可有效解决高比例可再生能源引致的电网调节能力不足、频率稳定难度上升等问题。在电力市场化改革的大背景下,建立完善的市场机制并将储能纳入其中,对激励储能发展具有重要意义。与传统的发电侧、负荷侧资源不同,储能具有能量有限、快速响应等物理特性,其参与市场交易的机制也应有其特殊性。为此,首先综述了国内外在储能参与市场的价值分析、框架体系与交易机制方面的研究;关注美国、英国、澳大利亚的业界实践,着重介绍在美国联邦能源监管委员会841法案下,各独立系统运营商为适应储能物理特性,在能量市场、辅助服务市场、容量市场、输电资产方面做出的机制探索。在此基础上,进一步提炼出储能参与市场的普遍性问题,并结合中国电力市场建设的现状与挑战,对中国未来推动储能参与市场提出了相关建议。
