摘要：

2017年3月28日,美国总统特朗普签发《关于促进能源独立和经济增长的总统行政命令》,大力扶持化石能源行业,取消对可再生能源、气候变化、环境保护等领域的支持政策,贬低气候变化议题的重要性,这一切将对未来较长一段时期内美国煤炭、石油、天然气、可再生能源等行业产生深刻影响,也会对国际气候与能源合作造成一定的冲击。中国正在推动产业结构转型和升级,从中美关系全局和中国参与和引领全球治理体系变革角度看,特朗普气候与能源新政对中美平衡贸易关系,做大贸易规模,探索建立新型大国关系提供了更多的可能性。
