摘要：

本文从公共行政的视角,对2000年以来国外地方政府创新行为、理念和手段的研究进行了梳理,从三个维度对地方政府创新进行了文献述评:一是地方政府创新内涵认识的标准化和深化;二是关于地方政府创新理念的研究;三是关于地方政府创新手段的研究,并进而总结出对我国地方政府创新理论和实践的启示。
