欧盟支持中小企业数字化转型发展政策主张及启示

摘要：

中小企业在经济运行中发挥了重要作用。2020年的新冠疫情,对中小企业造成冲击。欧盟提出支持中小企业发展,并出台措施鼓励他们进行数字化转型并实现可持续化发展。与其他国家类似,欧盟中小企业在面对数字化转型时,也遇到自身规模所限导致的能力提升之困,应对能力有限引起的把握市场之困,投资信心有限带来的难获投资之困。欧盟提出的应对策略包括提高可持续发展与数字化转型能力,减少监管负担并增加市场准入,改善融资渠道降低融资难度和成本等多项措施。我国在已有措施基础上,可以借鉴欧盟经验,从解决"痛点"助力数字化转型,打造对中小企业友好的营商环境,降低投资风险并创新融资形式等几方面进行支持。
