摘要：

德国针对医疗费用不合理上涨,主要采用了医疗保险支付方式改革、实施疾病管理项目以及控制药品费用等一系列控制措施,取得了良好效果,为我国提供以下借鉴:医保部门应主动作为,推进医保支付方式改革;加强预防保健,鼓励医患双方参与慢性病防控;运用法制化手段全面控制药品费用,建立医疗保险药品谈判机制。
