摘要：

基于集群策动与集群生命周期的理论和压力—状态—反应的PSR分析方法,研究2000年至今环同济知识经济圈发展中政府策动行为,通过研究每个阶段集群的状态(S),剖析影响因素(P),进而探析政府策动行为(R)的特点及其对集群内其他主体的影响,绘制出环同济知识经济圈生命周期中政府策动行为演化路径图,为同类产业集群的战略制订者们提供一个理论参考。
