公共部门数字化转型：供需视角与转型深化

摘要：

从供给、需求以及供需互动三个视角出发，对公共部门数字化转型的内容、任务和转型实践进行分析。认为随着数字化程度加深，公共部门数字化转型侧重点经历了从内部供给变革向供需互动、多元合作、整体智治方向的演进变化。需求者视角和供需互动视角对于数字化转型而言，与供给者视角同等重要。供给者视角对公共部门如何实现数字化进行探索，但忽视需求者要素，转型的最终效果可能偏离为人民服务的价值目标。供需互动视角的引入则有利于推动数字政府建设向政府引导下合作共治方向前进。
