高新技术产业集聚效果的实证研究——以中国高新区政策为例

摘要：

以高新区企业为研究对象,非高新区高新企业为对照组,采用20072010年高新技术企业数据,分析高新区政策是否有利于我国高新技术企业的集聚和企业生产率的提升。结果表明,高新区政策是有效的,但显著性逐年减小,东部发达地区的高新区政策为产业集聚和生产率提升带来正的效应,中西部地区无显著关系,我国的核心—边缘问题已逐渐形成。同时,高新区政策在人才开发和技术收入方面存在负效应。
