摘要：

分析ISO正在进行的关于DOI标准的制定过程和RA(register agency)的收费制度,认为"双向"收费和费用太高是目前制约DOI推广的障碍。对国内外的出版机构进行了分类,通过对科技信息使用单位采购数据库产品的调研,认为:单个期刊数据库难有作为,必须进行联合销售;如果对DOI非核心元数据予以扩展,加入价格等商业内容,可借助DOI平台实现期刊自行定价的出版新格局。
