问责背景下的教育质量:何为与为何

摘要：

何为教育质量,在理论上未曾达成共识。在实践层面,英、美、澳国家主要通过学校教育质量评估与报告、教师的认证与评价、统一课程与学业测试来保障公共教育质量。故教育质量被简化成教师绩效与学业成绩。本文试从问责角度对理论的迷思与实践的偏差做以解释,并指出理解教育质量需持多元的视角,保障教育质量应发展"共享的责任"。
