摘要：

The mode of economic growth of China is inner from system transition.In China from 1978 to 2004,the growth mode is capital pulling growth by local government’s investing to basic facility.The particular growth mode result in directly the rate of capital-output rising and the decreasing of TEP after 1994 in China.
