整体政府理念下深化我国行政体制改革的再思考

摘要：

整体政府理念是引领当代西方国家行政体制改革取向的最新理念,强调整合与优化资源配置、政府部门间的跨界合作、公平民主的公共管理原则,实现政府公共服务"一站式"的整体效能。改革开放以来,我国行政体制改革取得了举世瞩目的成就,但是,仍然存在着行政效率低下、缺乏行政合力、政府公信力缺失等问题。在我国行政体制改革进入攻坚阶段,有必要借鉴西方经验,确立整体政府理念,调整行政体制改革的目标取向、政策取向,通过优化改革目标、推行部门间的跨界合作、注重公平与效率的统一、健全责任担当与问责机制、完善行政评价与监督体系等对策,推进我国行政体制改革不断向纵深发展。
