摘要：

数据业已成为国家治理能力和治理体系现代化的重要战略资源。当前我国数据治理体系尚未健全，治理模式线性单一，治理效能不彰。近年来软件工程领域兴起的敏捷方法，以动态高效、回应性强等特点在业内获得成功，为解决当前数据治理难题提供了理论依据和经验借鉴。因此，从数据治理的内涵特征、价值目标和发展趋势等维度出发，探讨敏捷方法对数据治理的理论和实践意义，构建数据敏捷治理的理论分析框架，可以为更好地实现数据治理提供理论基础和政策指引。
