摘要：

随着海洋治理实践日趋深入和广泛,海洋治理框架亦日趋成熟,海洋管理体制、海洋法律法规及实施机制成为其重要组成部分。海洋管理体制、海洋法律法规及公众参与机制问题是当前中国海洋治理的主要困境。中国海洋治理中存在着海洋管理体制不顺、海洋法律法规建设滞后及公共参与机制不健全等问题,重视海洋管理体制革新策略、海洋法律法规竞合策略及公众参与机制构建策略,对推进和完善中国海洋治理十分必要。
