在美国大都市地区的一体化发展进程中,城市地域的不断扩大与地方政治的"碎片化"状态产生矛盾。尽管一些改革者和商业领袖主张建立统一的大都市区政府,但民众不断用投票反对城市兼并。为了兼顾区域一体化发展需求和市民的利益诉求,美国大都市地区主要通过政府间合作实施跨域治理。本文分析了美国大都市地区府际合作的主要形式,探讨了美国大都市区治理实践对中国城市治理的启示和借鉴意义。
