在溯源联合国关于信息自由的法律地位和阐述联合国关于表达自由的含义的基础上,围绕信息自由的人权标准,讨论了3个方面的问题,其一,信息自由是不是一项基本人权?其二,信息自由与表达自由的关系;其三,意见和表达特别报告员对信息自由具体含义的探索及在此基础上提出的处理信息自由相关问题的原则。
