节水灌溉综合效益价值评估与补偿机制研究进展

摘要
节水灌溉作为缓解水资源危机的重要手段,其长效管理和持续运行至关重要,合理的补偿机制是实现这一目标的有效途径。针对目前节水灌溉过程中缺乏有效的激励机制,对节水灌溉效益价值评估、节水灌溉补偿机制研究现状及存在问题进行了综述。在此基础上,提出以采用"自下而上"的研究思路、多学科交叉的研究方法,以节水灌溉综合效益和节水主体为主要研究对象,以节水灌溉补偿为主攻方向,从节水灌溉综合效益产生机理与补偿机制理论框架,节水灌溉综合效益价值评估与补偿标准确定,基于选择模型的节水灌溉补偿客体受偿意愿3个方面进行研究,提出节水灌溉补偿创新机制。
