<正> 近几年来,我们看到,决策者、大学行政人员和普通的大学教师日益关注着未来对高等教育发展的挑战。各个国际组织——无论是政府的还是非政府的——经过充分的讨论、分析和预测,制定出纲领性文件,勾画出2000年及之后各组织在高等教育领域中的未来行动路线。这应该是不足为奇的,因为我们毕竟要告别一个世纪。这一事件本身就孕育了对即将来临之新鲜事物的期待。世纪的转换预示一个新纪元的降临,它增添了人们的焦虑,深化了人
