实现观念更新 推进节水革命

The water-saving is a revolution,while the success or failure for promoting the revolution hinges on the point of updating of modes of thought.The modern modes of thought of the water-saving will be a real new concept,combining “water -saving in resources"with “water-saving of efficient type".The meaning of “water-saving in resources"and “water-saving of efficient type"is introduced,the achievements of water-saving which have been gained since the ninth “Five Year Plan",mainly in irrigation,in Shanxi are briefly described also on this paper. The author first illustrates that Shanxi is one of the most shortage provinces in China in water resources as comparing it with the other provinces in the nation or in the world. Then,the author points out that the water shortage in Shanxi has caused poor ecological environment,which has been the “bottleneck"of social and economic development in the province, and suggests that the water saving should mainly be emphasized while the policy“laying equal stress on opening new sources,water saving and water protection"is upheld,especially,the water-saving in agricultural field should be done well,which is of the most importance for the agriculture,the village and the peasant and even the development of the whole province. After that,the author holds that although the great progress has been made in the water-saving irrigation of agricultural field,it could only develop under a condition of being puzzled by multiple contradictions because of old ideas,not enough input and backward mechanism. Finally,the author presents that most of the water-saving measures adopted in our province are of the engineering type,and are of the improvement in the traditional irrigation procedure;Therefore,if the real water saving is to be realized,the new concepts“water-saving in resources"and “water-saving of efficient type"should be established.
