摘要：

近十年来,区域创新政策显得愈发重要。以往制定的区域创新政策多参照成功的高新技术领域和创新发展良好地区的做法和经验。说明了因为不同地区创新行为具有差异性,所以没有全能的区域创新政策。在此基础上,分析不同类型区域创新系统的创新前提,以分析其创新网络和创新瓶颈,进而提出其相应的创新政策和战略。
