脱欧与新冠肺炎疫情叠加冲击后的英国农业政策：变革动力、政策调整与未来走向

摘要：

2020年是英国农业政策的变革之年。这一年,脱欧与新冠肺炎疫情叠加冲击英国农业,英国农业可持续性危机加剧,部分农场陷入经营困境,英国社会普遍反思欧盟时期的共同农业政策,共同推动英国农业政策加速变革。英国农业政策的调整,主要体现为逐步取消共同农业政策、着力增强农业可持续性、多方施策维护粮食安全、采取措施维护农民生计等。笔者研判认为,英国农业政策的未来走向将具有四大特征:可持续性(优先选项)、粮食安全(重要关切)、农场繁荣(战略支点)、合作治理(变革路径)。英国农业政策变革具有丰富启示:一是挹注未来,增强农业可持续性;二是驰而不息,维护粮食自给地位;三是千方百计,持续推动农民增收;四是合作治理,构建涉农善治格局。
