区域政策重塑了经济地理吗?——空间中性与空间干预的视角

摘要：

通过回顾相关研究,文章认为,区域政策只有在考虑到人员以及地方双重依赖时才可能达到预期目的。空间中性与空间干预政策争论的本质在于是否承认空间均衡模型。鉴于现实世界往往并不存在空间均衡,空间干预政策便成为了次优的选择。然而,空间干预政策实施中的公平与效率目标经常是冲突的,很有可能陷入"零和游戏"。基于空间中性与空间干预的视角,文章提出了中国当前的区域政策选择。
