摘要：

美国各级政府高度重视基础教育质量提升,但美国学生在总体学业水平、关键学科素养、公民责任与全球意识等方面仍然不尽如人意。学校管理调控不力,教师聘用存在缺陷,教学方式创新不够,教育投入回报率低等因素都制约了质量目标的实现。面对质量现状,美国联邦、州和地方政府采取了一系列改进措施,并将在推动建立国家课程标准、建设高水平教师队伍、加强关键性学科教学、严格学校绩效考核制度、赋予家长更多学校选择权、强化学生学业成绩测试等方面不懈努力。
