政府主导型产业共性技术R&D合作组织研究——以电动汽车产业联盟为例

共性技术研发需要政府以合理的R&D合作组织加以引导,通过社会福利对比分析,为政府主导的研发组织模式提供理论依据。详细分析了技术联合体(RJV)的4种组织形式:项目组织、研发基地、产业技术联盟、国家共性技术研究机构,探讨了它们的组织特性和运行机制。研究发现,针对不同共性技术应采取不同的组织形式。以电动汽车产业为例,实证分析了电动汽车产业联盟的组织特点、组织运行机制和政府作用。
