国外机构库愿景目标实现过程中,机构库建设存在各方对机构库认识混乱、图书馆独立建设机构库面临困难、教师自存储意愿低使机构库的内容难以保证、机构库的建设忽视使用性而无法满足用户需求、机构库承担学术出版面临阻力、机构库的学术评价功能缺失等问题。综合上述问题,一方面应重新思考机构库的愿景目标定位,另一方面应促进机构库的健康发展。
