摘要：

自从上世纪90年代,一种新的学术交流与传播模式——开放存取开始在美英等国迅速发展。开放存取对我国的科技水平提高、与相关方面的国际交流有着重要意义。我们要充分认识开放存取的生命力与重要性,并根据本国国情制定相关策略推动开放存取的发展。
