摘要：

2007年全球金融危机爆发后,包括20国集团(G20)在内的国际社会达成包容性经济增长需要包容性金融发展的新共识。尽管中国金融业发展取得的成就有目共睹,但在金融包容方面却相对落后。2006年中国银监会出台新型农村金融政策,目的是要扭转城乡金融失衡的态势并实现包容性金融发展,然而这项新政实施的结果并不理想,三大因素造成新政目标落空。为了建设包容性金融社会,中国需要采取四项措施。
