从公共政策的价值相关性、合法性和权威性3个角度对农村卫生人才建设的政策属性进行分析;并分析了建国以来4个政策阶段的农村卫生人才政策措施;结果显示政治影响下的农村卫生人才政策执行力最好,应把握当前机遇加快农村卫生人才政策开发。
