摘要：

分析服务创新与制造业创新相比的独特特征,分析服务创新的实践需要以及服务创新存在市场失灵、系统失败的内在缺陷,阐述制定服务创新促进政策的必要性;从深化创新政策、泛化创新政策以及水平创新政策三个方面提出促进我国服务创新发展政策措施。
