摘要：

1995年《代顿协定》签订以来,巴尔干正逐渐变成一个相对稳定的地区。然而,这一地区的稳定依然脆弱,改革的进程被大量的结构性挑战、宪政问题、悬而未决的地位、糟糕的经济形势和部分国家的政治不稳定所困扰。虽然欧盟萨洛尼卡首脑会议已经承诺,要将巴尔干国家从保护国和弱国阶段送入准备加入欧盟的阶段。但要真正完成这个艰巨任务,欧盟必须具备应对巴尔干国家挑战的新的地区立场。就目前而言,西巴尔干国家的欧洲化进程已取得一定的进展。
