Since 1980, the basic institutions of “people's commune" have been persisted in the Yakou Village. I discover that, there is a special belief behind the village commune of Yakou, which is “to protect the weak, and to distribute according to labour". This belief is not only the objective of the village commune to be achieved, but also decides the basic characters of the commune institutions. There are three main factors that enable the belief to be carried out in Yakou. First, most villagers of Yakou accept the belief. Second, Lu Hanman, the secretary of Yakou branch of the Communist Party, has build up a political group to support the commune institutions. Third, the enforcement scope of the commune institutions became smaller gradually, so the village commune can rent its resource out and receive rents continually.
