AbstractInordertodevelopthewestareaswell,abrand -newmodeisneeded.Themaincharacterofthenewmodeistodevelopthewestareasandeastareasharmoniouslyunderthecircumstanceofunbalancedsituation.Weshouldnotonlycontinuethedevelopmentintheeasterncoastareas,butalsofosternew growthpolesandbeltsinthewestareasbyeffectivemeasures.Asaresult,ade velopmentlinkagecanform,andthedifferencebetweenwestar easandeastareaswillshrink.Thekeystoneofthedevelopmentlinkagebetweenwestareasandeastareasistodevelop westar eas.Therearetwoprojectsofoverallimportance.Oneistheim provementoftheecologicalenvironmentintheupriverareasoftheChangjiang RiverandtheHuangheRiver,theotheristheex ploitationofthewaterresourcesintheupperreachesoftheChangjiangRiverandtheHuangheRiver.Itisverydifficulttocarryoutthesetwoprojects.Inordertogetasubstantivebreakthroughinthedevelopmentofthewestareas,wemustmaketheexperi enceofthecoastareasforreference.Weshouldcarryoutsomeflexiblespecialpoliciesinsomeselectedgrowthpointtoattractforeigncapitalsandstate -ownedcorporationcapitalsothatthespecial-zoneeffectwillappearagain.
