"二战"以来,美国联邦政府对高等教育的干预逐渐增强。如何向政府表达自己的立场,影响政府的决策,是美国高等教育界面对的重要问题。美国高校充分利用各种高等教育协会组织来统一意见,通过各种方式向政府传递呼声,提出建议,影响其决策,试图在满足国家需求和维护高等教育发展逻辑之间寻求平衡。
