摘要：

构建新型农业组织体系,保护农民权益、提升农业效益、促进农业科技进步、提高农业劳动生产率,是建设中国特色现代农业的必由之路。改革完善农业组织制度和经营体制,是一项艰巨而又充满制度风险的历史任务。实现农业现代化与工业化、城镇化和信息化同步发展,必须坚持维护农户的经营主体地位,明确稳定承包关系并实现长久不变的实现途径;坚持完善农业经营组织体系,提升经营主体的经营能力;坚持创新农业服务体系,强化服务主体的服务能力。
