国内外对中国政策性银行提供信贷支持国有能源企业在海外进行兼并、收购以及国有能源企业本身的海外收购和投资存在广泛的错觉和误解。本文客观、公正地讨论了中国政策性银行在放贷、贷款换油气交易和中国国有石油公司海外份额油方面的争议和质疑,强调中国能源企业在响应国家"走出去"战略进行海外投资布局时,会面临外部环境的复杂性、不确定性以及对其模式的质疑。对此,国有企业应充分认识海外并购和投资的战略风险及商业逻辑,还原能源商品属性,在具体操作运营上下功夫,谋求长远发展。作为全球能源需求增长最快的市场,中国应认真思考建立东北亚石油合作储备机制和共建东亚天然气交易中心。
