英国的公共养老金制度结构非常复杂,保障水平不足且公平性欠佳,私有化改革后的私人养老保险又覆盖不足,因而英国目前进行了养老金制度的顶层设计和改革。2012年开始了强化第二支柱的改革,2017年将进行简化公共养老金制度的改革。简化公共养老金制度的改革,即是合并此前的各种相关制度,对符合条件退休者发放统一水平的公共养老金;降低用于养老金的公共开支,拉平公共养老金的待遇水平以增进公平性;取消收入关联养老金,取消公共养老金和私人养老金的替代通道,重新确立公共养老金和私人养老金的关系。
