东亚的粮食安全与大米储备——日本的实践与启示

摘要：

东盟与中日韩大米紧急储备(APTERR)是东亚粮食安全保障的重要支柱。日本积极参与了这一区域功能性合作,从区域公共产品的理论视角看,日本通过供给和消费这一区域公共产品,有效增强了自身的粮食安全,间接地保护了本国农业,为在多哈回合谈判等多边层次争取有利于本国的舆论环境创造了有利条件,也借此加强了东亚地区的政策协调,深化了各国在应急性合作基础上的机制建设。这一案例的启示在于,在区域合作中"比较劣势"有可能转化为"比较优势",应充分注重"民生项目"和"民心工程",同时需要在具体实践的基础上创造性地构建区域合作的新理念与新话语。
