指出开放获取正通过开放数据和开放教育实现内涵演变,成为开放的教育科研环境和知识过程的基础;提出开放获取对科学家、科研机构和政府及科研资助部门来说是其职业责任、道德责任和政治责任;提出通过落实责任机制、坚持法律有效性、提高可持续性、建立系统化的支撑机制等促进开放获取发展。
