摘要：

数字外交是先进数字技术在外交领域的应用。具体来说,就是外交行为体将先进数字技术运用于外交事务,以和平方式实现对外政策目标的行为。自布莱尔政府以降,英国工党、保守党和联合政府一直重视数字外交,形成了较为明确的理念和较为完整的运行模式。GREAT行动就是英国数字外交最具代表性的案例。该案例显示,数字外交的产生和发展虽然对传统外交模式构成挑战,但并未从根本上改变外交的本质,而只是在一定程度上改变了外交的运行方式,外交事务不再为政府外交部门所垄断,参与外交事务的行为体越来越多元,对专业外交人员的职业素养特别是数字技能的要求也越来越高,外交体系的结构越来越扁平化,对外交行动的评估则更为及时、全面、准确。
