In the 21st century, China’s foreign strategy can be divided into 3 aspects: the first one is developing goal, the second security goal and the third “international duty”goal. The question it wants to solve is how to adapt to the changing international environment, ensuring these 3 strategic goals to be realized smoothly. Therefore, China must make choices in such important strategic issues as economic development, international involvement, political stability, military security, great power relationships, peripheral diplomacy and national unity and so on. China must firmly stick to “development” question. Many problems will be solved naturally with the increase of economic power. China must take part in the reconstruction of the international system in an positive attitude instead of seeking for instantaneous absolute interests. As for multi-polarization, China must make it run its own course and work for its realization in a manner of developing comprehensive national power. China must strengthen both its “hard national power” and its“soft national power”. In this way, China can overawe its opponents and can be on the safe side. China ought to carry out “good-neighborly” and the all-directional diplomatic strategy, striving for the maximal tactic leeway. The Taiwan issue should be solved in a humane and wise manner to maintain a deterring power and a leisurely attitude of a strong nation as well.
