促进自主创新的政府采购政策与实施细则关联性研究

摘要：

结合调查数据和理论研究分析了我国政府采购政策和实施细则的关联性问题,并提出了相应的政策建议。本文建议要明确自主创新产品的认证评价标准,制订实施《政府采购法实施细则》,建立政府采购自主创新产品专项资金,建立自主创新产品目录快速更新机制,制定国防采购政策细则扶持自主创新,加大补贴型采购的比例,加大对不采购自主创新产品的惩罚力度,增加对非职务发明自主创新产品技术的政府采购支持,应将本土民族企业作为政策支持重点。
