<正>2015年11月13日,法国首都巴黎遭遇史无前例的恐怖袭击。在谴责恐怖分子的同时,法国舆论和民众纷纷将矛头指向本国情报部门,对其未能及时发出预警提出强烈质疑,这是继当年1月7日《查理周刊》恐怖袭击事件后,法国情报部门再度成为众矢之的。一年时间里法国本土两次遭受恐怖袭击,其情报部门自然难辞其咎,但事实上,法国情报部门遭受的反恐之殇并非个案。进入21世纪以来,美国"9·11事件"、西班牙马德里"3·11"恐怖爆炸事件、英国伦敦"7·7"地铁爆炸案、印度孟买恐怖袭击案,
