九一一事件前美国情报界未能进行“适应性变革”的原因探析

摘要：

九一一事件前,美国情报界和有关决策人士已经意识到本·拉登和“基地”组织对美国安全构成了严重威胁,并认识到情报界为应对这种威胁必须进行变革。但九一一事件前的美国情报界没能与敌俱变。文章认为,尽管有关各方就变革的必要性和措施有共识,但情报界在组织结构、工作重点的确定、人力情报能力,以及人事制度方面存在的问题仍未得到矫正,这是美国情报界在九一一事件前未能进行“适应性变革”的主要原因。
