摘要：

全民覆盖是世界各国医疗保障改革的重要目标。经过长期探索,一些先进国家已经形成了典型的医疗保障模式,从筹资的角度看可以归为税收筹资模式、社会健康保险筹资模式和商业健康保险筹资模式。后起国家的医疗改革并不囿于固定的模式,而是根据本国的社会经济情况,在先进国家经验的基础上进行创新,体现在横向上通过不同模式向无保障的人群拓展;纵向上划分保障层次,安排不同的筹资渠道。文章主要研究了泰国、新加坡和墨西哥等国家在医疗保障制度创新上的经验。在此基础上,结合我国的现实情况,讨论了城镇居民基本医疗保险的制度设计,以及实现医疗保障全民覆盖的实施路径。
