摘要：

为摆脱对俄罗斯能源的单一依赖,欧盟寻求能源供应多元化,积极同中亚地区展开能源合作。一方面,这有利于欧盟扩大能源安全空间,但另一方面,中亚的现实民主人权状况与欧盟倡导的规范价值相违背。在地缘因素和价值追求同时面临区外国家挑战的情况下,欧盟力图通过坚持以援促改、加强欧盟内部合作、扩大人权对话、积极同中亚地区开展区域性组织合作,以实现能源安全和规范价值的双重目标。
