摘要
2015年巴黎气候大会达成的《巴黎协定》是全球气候治理的一个新的里程碑。《巴黎协定》后的国际气候治理体系将对我国参与国际气候合作产生何种影响,以及由此引发的国内气候变化立法的制度建设问题,值得我们关注和思考。在此背景下,我们选择了一组论文,分别从《巴黎协定》后国际气候治理体系的构建、区域环境治理理念下的气候变化立法选择、气候变化立法中碳排放配额的初始分配以及碳监测制度等方面展开讨论,以期从国际和国内、宏观和微观、理论和实践、制度设计和能力建设等多个层面为国家气候变化立法建言献策。
