本文根据北美电子图书馆的崛起和雏形，提出电子图书馆的概念和基本特征，其模式、基本构成和功能，并引用美国国会图书馆的电子图书馆（ＡｍｅｒｉｃａｎＭｅｍｏｒｙ）的模式作为实例。
