随着全球化的推进,公海、国际空域、太空等全球公共区域——"全球公地"的重要性和脆弱性日渐凸显。为真正实现"全球公地"安全治理的民主化和公平性,中国不仅要主动参与"全球公地"安全治理的讨论,还应积极参与维护"全球公地"安全的实际行动,以及"全球公地"安全治理的改制与建制工作,与国际社会一道共同维护"全球公地"的开放和稳定。
