摘要：

分析了国外海洋经济研究的进展,提出了海洋经济发展的三个阶段,论述了海洋经济学发展的特点,强调海洋经济已经发展成为独立的经济体系,海洋经济等同于全球经济,海洋产业在性质上属于全球产业,海洋经济统计口径渐趋一致,海洋非市场价值研究引起重视,指出海洋可再生能源和海洋生物技术等海洋战略新兴产业具有强大的生命力,并说明经济危机对海洋市场的影响因产业特征而有所不同。
